Monitoring of the process of planning and spending public resources coming from the state budget on securing the stability of the Wloclawek barrage

The main aim of the project, realised from November 2006 to October 2007, was to monitor the process of planning and spending financial resources from the state budget on securing the stability of the Wloclawek barrage. An element of the survey was also to monitor how budget resources are spent on actions connected with the plans to construct the Nieszawa barrage (the estimated cost of the construction of the Nieszawa barrage amounts to approx. 2 billion zlotys).

Aims:
The main aim of the project was to monitor the process of planning and spending financial resources from the state budget on securing the stability of the Wloclawek barrage. An element of the survey was also to monitor how budget resources are spent on actions connected with the plans to construct the Nieszawa barrage. People in charge of the project expect that thanks to the conducted monitoring, the share of public control over the planning process and spending the state budget and EU resources will increase.

Methodology:
The project was limited to testing the merits and the financial basis for the realisation of securing the stability of the Wloclawek barrage. By comparison, the quality of spending of public resources on other hydrotechnical constructions in Poland was tested. 

  1. Monitoring of the way public resources from the state budget are spent on activities connected with securing the stability of the Wloclawek barrage. 
  2. Monitoring of the process of planning and spending of the public resources from the state budget on the construction of the second barrage on the Lower Vistula (Ciechocinek-Nieszawa) in order to secure the stability of the Wloclawek barrage.
  3. Monitoring of the financial resources devoted to securing the stability of all hydrotechnical constructions in Poland, scaled to the Nieszawa project. The above monitoring was conducted by means of an analysis of investment plans, conceptions and variants which were prepared by the Government of the Republic of Poland or at their request. 
  4. Publicising of the information and documents resulting from the monitoring by their publication at the website of the Gaja Club and issuing a special publication.

Results of the project:
The information obtained as a result of the monitoring were distributed in the form of a report.

Report:
Within the framework of the project, 42. issue of the magazine “Wisla Fax” was published. It might be found at the website: http://www.klubgaja.pl/teraz_wisla/wisla_fax/42/. The results of the conducted monitoring and recommendations are described there
