Monitoring was conducted by the Bona Fides Association from May to August 2007 as a part of the pilot project of the Laboratory of Budget Monitoring led by the Association of Leaders of Local Civic Groups, financed by the European Union and Stefan Batory's Foundation. The main aim of the project, realised from November 2006 to October 2007, was to monitor the process of planning and spending financial resources from the state budget on securing the stability of the Wloclawek barrage. An element of the survey was also to monitor how budget resources are spent on actions connected with the plans to construct the Nieszawa barrage (the estimated cost of the construction of the Nieszawa barrage amounts to approx. 2 billion zlotys).
