Whose is This City?

The local monitoring within the Social Action EURO 2012 funded under CEE Trust has approached to the end of its first phase. The subject of the monitoring was how the local authorities inform and consult important decisions concerning local residents.

The pretext to take that activity was given by the football championships EURO 2012 which is both interesting for people and engaging them. Therefore, the project leaders expected that this will be the best opportunity to meet citizens and the authorities together and to dialogue.

The monitoring took place in 8 places in Poland. In 4 EURO 2012 cities, i.e. Gdańsk, Poznań, Warsaw and Wrocław, in localizations that have not been finally accepted by UEFA – Chorzów and Katowice (representing region of Silesia) and Kraków, as well as in one of the candidates to be a hosting place – Ostróda.

The Social Action EURO 2012 was founded by Warsaw University’s Institute of Sociology. The idea was much broader than just civic control. The watchdog component was designed and organized by the project partner – the Association of Leaders of Local Civic Groups. The Association identified local organizations able to conduct the monitoring using the standardized tool. The local partners were the following:


- In Chorzów - Stowarzyszenie "U Siemachy";
- In Gdańsk – Stowarzyszenie Kultura Miejska;
- In Katowice - Stowarzyszenie Wzajemnej Pomocy Bona Fides;
- In Kraków - Obywatelskie Forum Demokratyczne and Fundacja Instytut Myśli Obywatelskiej im. Stańczyka;
- In Ostróda - Stowarzyszenie Razem dla Innych;
- In Poznań - Centrum Innowacji Społecznej SIC! oraz Wielkopolska Rada Koordynacyjna - Związek Organizacji Charytatywnych;
-  In Warsaw - Warszawska Grupa Obywatelska.
-  In Wrocław - Stowarzyszenie Semper Avanti.

In May and June 2010 the reports from the monitoring were sent to the local authorities. At the end of June and in July local organization prepared activities to disseminate project results, enforce impact of their recommendations and build support.
